Con- ASS for the Philippines?


A lot of Filipinos were outraged by the initiatives of the House of Representatives to ammend the Philippine Constitution. House Resolution 1109 or popularly known as Con-Ass was approved on June 3, 2009. Approval of House Resolution No. 1109 empowered Congress to convene itself into a Con-ass in which members of the House and the Senate would vote jointly—not separately—to amend the 1987 Constitution.
Some people say this is a way for some of our politicians to keep themselves in power.

Our kababayans who are not able to attend rallies joined a facebook campaign STOP CON-ASS NOW to express their disappointment.


What is Constituent Assembly?

A constituent assembly (sometimes also known as a constitutional convention) is a body composed for the purpose of drafting or adopting a constitution. Unlike forms of constitution-making in which a constitution is unilaterally imposed by a sovereign lawmaker, the constituent assembly creates a constitution through “internally imposed” actions, in that members of the constituent assembly are themselves citizens, but not necessarily the rulers, of the country for which they are creating a constitution. Hayden Kho's Gagorder Plea Rejected
